BVCT Authorities, Commissions, and Committees

Buena Vista Charter Township committees play a vital role in balancing the social service needs of the Township while allowing residents to serve as stewards of the Township’s tax dollars. Serving on a committee is a great way to become involved and engaged in the life of the Township and contribute to its growth. We continuously recruit members from the community to bring new and innovative ideas to the various committees.  Appointees, recommended by the Township Supervisor, are based on their motivation, knowledge, and specific skills. The recommendations are approved by the Township Board of Trustees. 


Members appointed to their respective board/commission are expected to attend each monthly meeting in its entirety. They should complete any orientation/training required by said board/commission. Members are expected to serve the full amount of time of which they have been appointed, and if they are unable to fulfill said time obligation, they should notify the Township Supervisor immediately.

Board of Review

The Board of Review (BOR) consists of a three-person panel charged with the responsibility of hearing appeals of the assessed valued as established by the Assessor. The board may correct the assessment on any property to make the valuation relatively just and equal upon sufficient cause. The BOR meets in March, July, and December to deliberate and make corrections to qualified homestead properties.


  • Board of Review members must attend training and will receive updates as approved by the State Tax Commission. 
  • Hear and decide appeals of Assessment Roll.
  • Grant or deny Poverty Exemptions. 
  • Limited power to grant Principal Residence Exemptions and qualified Agricultural Property Exemptions. 
  • Make corrections to the Assessment Roll of errors including clerical errors and mutual mistakes of fact.

Downtown Development Authority
The Downtown Development Authority (DDA) is designed to be a catalyst in the development and revitalization of the downtown district. The DDA provides for a variety of funding options including tax increment financing mechanism, which can be used to fund public improvements in the downtown district.


The DDA holds regular monthly public meetings at Township Hall on the 4th Wednesday at 12:00PM for the purpose of:

  • Establishing the procedures under which it operates.
  • Discussing business district issues, priorities and objectives to be addressed.
  • Considering program strategies and approaches to downtown development.
  • Reviewing ongoing and planned new public and private development projects within the business district.
The DDA also has established a Redevelopment Sub-Committee, whose mission is

“To support the DDA in efficient, timely, and effective decisions in the redevelopment of the Town Center, specifically, and the DDA district generally”. 

The Redevelopment Sub-Committee meets on the 1st and 3rd Thursdays of each month at 10:00AM.

Parks and Recreation Committee

The Parks and Recreation Committee develops and maintains quality parks and facilities; preserve open and natural spaces, and; provide recreational programs and services which will enhance the physical, social and emotional well-being of all residents of Buena Vista Charter Township.


  • Review and understand the Buena Vista Charter Township Master Plan. 
  • Serve as a sounding board of the community, giving input and feedback to the Board of Trustees on public opinion towards Parks and Recreation within Buena Vista Charter Township.
  • Serve as ambassador and communicator to the community by assisting in the promotion of existing programs, facilities, and recreational opportunities. 
  • Serve as volunteers for programs, special events, or future recreational opportunities. 
  • Members are encouraged to look for ways to improve recreational facilities and participate in a variety of recreational programs in Buena Vista Charter Township.

Planning Commission

The basic function of the Planning Commission (PC) is to create, adopt, and carry out policies, plans, and ordinances for the Township’s land use development. The PC is required to review any plats, subdivisions, site-plans, or special use permits and make a recommendation to the Township Board.


  • Prepare, review and/or update the Master Plan at least every five years as a guide for the development of the Township addressing land use and infrastructure issues projecting up to 20 years. 
  • Consider applications for, conduct a public hearing on and make a recommendation to the Township Board on rezoning requests. 
  • Author/review amendments to the Zoning Ordinance and make a recommendation to the Township Board. 
  • Review proposed plats and site condominiums for compliance with the Zoning Ordinance and make a recommendation to the Township Board. 
  • Review and approve or deny special exception uses and commercial site plans.

Zoning Board of Appeals

The function of the Zoning Board of Appeals (ZBA) is to hear and decide appeals, review any order, requirement, decision or determination made by any administrative official charged with enforcement of the zoning ordinance. It may further grant variances where there is practical difficulty or hardship in conforming with such ordinance, while assuring that public safety is secured, and substantial justice is served.


  • Hear and decide on all matters referred to it, upon which it is authorized to act under the provisions of the zoning ordinance. 
  • Interpret the zoning ordinance text and map and all matters relating to it whenever a question arises in the administration of the ordinance as to the meaning and intent of any provision of it. Interpretations are to be consistent with the intent and purpose of the zoning ordinance and map, and commonly accepted rules of construction for ordinances and laws in general. 
  • Hear and decide appeals where it is alleged there is error of law in any order, requirement, or determination made by the Enforcement Official or their designated assistants in the enforcement of the zoning ordinance. 
  • Authorize the Enforcement Officer to grant temporary use permits and Certificates of Occupancy, subject to conditions specified in the zoning ordinance. 
  • Hear and pass upon the applications for variances from the terms provided in the zoning ordinance in the manner prescribed by and subject to the standards established within it.
